The Witcher 3 1.32 Console

I just got an update for Witcher 3 a few minutes back for patch 1.32. Yes, after more than 2 years of patch 1.31. But I don't see any patch notes just yet. Anyone has any info on this? Something to do with the 11th anniversary of Witcher series I'm sure, but would love to know what changed, since I'm actually in the middle of a playthrough.
When you search the net, all the instructions seem to be in relation to v1.31 or earlier. I find on v1.32 that the following does not work. The Witcher 3 Wild Hunt bin config base directory open the General.ini file and copy-paste the following under the line: DBGConsoleOn=true Can anyone suggest a step by step method of bringing up the console in v1.32 please?
